Washington, USA – Fra nove giorni Donald J. Trump presterà giuramento con una mano sulla Bibbia (e l’altra, forse, su Twitter) e si insedierà come presidente degli Stati Uniti. Nei 64 giorni trascorsi dalla sua elezione, nessun settore dell’economia ha vissuto più crisi di nervi dell’industria aerospaziale: le invettive del futuro presidente contro i costi del nuovo Air Force One e dell’F-35 sono sorprese che si affiancano ai dubbi sul futuro dell’ordine di 180 aerei Airbus e Boeing da parte iraniana. Infine, potrebbero verificarsi cambi di politica nei confronti dei vettori mediorientali – che attualmente beneficiano di trattati Open Skies degli USA con gli Emirati Arabi Uniti e il Qatar – e di Norwegian, la cui sussidiaria irlandese Norwegian Air International ha appena ricevuto il via libera all’apertura di voli verso gli Stati Uniti da parte del Department of Transportation.

L’accordo internazionale sul programma nucleare iraniano concluso il 14 luglio 2015 ha aperto la strada alla sospensione graduale delle sanzioni contro Teheran: l’aviazione civile iraniana esce da quasi quaranta anni di embargo con una flotta vecchia, disomogenea e malconcia. Circa un mese prima della finalizzazione dell’accordo, il ministro dei trasporti iraniano Abbas Ahmad Akhoundi aveva annunciato al Salone Internazionale dell’Aeronautica e dello Spazio Paris-Le Bourget che al paese sarebbero serviti almeno 400 aerei per rilanciare il settore del trasporto aereo.
L’opposizione all’accordo con Teheran, veicolata negli Stati Uniti da alcuni senatori democratici e varie componenti del Partito repubblicano, costituiva tuttavia un elemento di incertezza: con la stagione delle elezioni presidenziali 2016 alle porte, il futuro di qualsiasi ordine di aerei piazzato dall’Iran era da considerarsi (almeno in parte) subordinato all’esito delle urne.
Il successo inatteso di Donald Trump e la contestuale salvaguardia di una maggioranza repubblicana (seppur meno netta rispetto alla legislatura precedente) al senato ha investito di ulteriore incertezza i negoziati per l’acquisto di forniture di aerei destinati all’Iran. In campagna elettorale il futuro presidente aveva affrontato a più riprese la questione dell’accordo nucleare dando voce a posizioni oltranziste e promesse variegate di abrogazione o revisione del trattato.
Nel mese di dicembre sono stati firmati gli ordini fermi per 80 aerei Boeing e 100 Airbus: la consegna del primo Airbus A321 (favorita dal nulla osta dell’amministrazione Obama) è prevista per domani. Il costruttore europeo – gli aerei del quale sono provvisti di molta tecnologia americana e dunque necessitano dell’approvazione all’esportazione da parte di Washington, spera che tale fait accomplì sia sufficiente a salvare la propria commessa. Boeing ha avviato una campagna di pubbliche relazioni molto intensa per rimarcare l’importanza dell’ordine ricevuto e la sua ricaduta occupazionale positiva: in particolare, i 15 777-300ER inclusi nell’affare sono fondamentali per mantenere in piedi la linea di produzione del 777 fino al 2020 (quando inizieranno le consegne dell’ultima versione dell’aereo), già investita da un taglio al rateo di produzione e l’esubero di centinaia di addetti.
L’ultimo atto (almeno fino a questo momento) della vicenda è costituito dalle dichiarazioni del presidente della Commissione Affari esteri del Senato, Bob Corker. Il repubblicano, ufficialmente contrario alla conciliazione con Teheran ma, di fatto, già protagonista nel 2015 dell’iter legislativo che ha agevolato la politica conciliatoria dell’amministrazione Obama, ha dichiarato che difficilmente Trump straccerà l’accordo. Appare effettivamente inverosimile che il futuro presidente si esponga all’accusa di aver causato la perdita di una commessa multi-miliardaria dopo aver posto la promessa di rilancio dell’industria americana al centro della propria campagna elettorale.

Nel frattempo, il 6 dicembre, Trump ha utilizzato Twitter per stigmatizzare i costi del programma per la sostituzione dell’Air Force One, l’aereo presidenziale.
Sfogo inatteso (e pieno di inesattezze) ma coerente con la retorica populista del futuro presidente, il tweet ha colto di sorpresa un po’ tutti: raramente la spesa militare finisce sotto i riflettori della politica americana – e quando ciò avviene l’iniziativa è attribuibile o alla marginale corrente neoisolazionista nel Partito repubblicano, o alla sinistra del Partito democratico. La spesa militare del governo federale (circa 600 miliardi di dollari all’anno – cifra inferiore solo ai costi della previdenza sociale e della sanità pubblica) contribuisce in modo notevole al PIL di molti stati, gli eletti dei quali difficilmente si espongono in favore di una sua limitazione. Il neoeletto presidente, tuttavia, sa scegliere le proprie battaglie mediatiche: secondo il tweet l’aereo dovrebbe costare $4 miliardi, una cifra notevole ma irrisoria se parametrata alle dimensioni del bilancio delle forze armate americane nei 30 anni di vita utile dei due aerei. Trump ha scelto una battaglia facile da vincere sulla scena pubblica: sarà sufficiente una revisione modesta del costo – magari in funzione di un cambiamento delle specifiche dell’aereo – per cantare vittoria. Trump ha approfittato del medesimo incontro con Muilenburg per chiedere a Boeing di disporre un’alternativa all’F-35 di Lockheed. Nato dall’iniziativa Joint Strike Fighter del Pentagono, l’F-35 doveva contribuire alla riduzione complessiva del costo della prossima generazione di aerei militari americani: disegnato per sostituire un’ampia rosa di aerei – dal caccia F-16 della USAF allo F/A-18 imbarcato sulle portaerei della marina americana, dall’A-10 agli Harrier inglesi – l’F-35 è un aereo progettato per una flessibilità d’impiego senza precedenti. Il programma, tuttavia, ha incontrato difficoltà tecniche continue, è in ritardo di anni e sta costando centinaia di miliardi più del previsto. Il presidente dovrà verosimilmente accontentarsi di postare su Twitter la foto di un F-35 che distrugge qualcosa (qualsiasi cosa) per rivendicare il merito del successo del programma.
Tornando in ambito civile, Trump dovrà decidere se dar sfogo nel settore del trasporto aereo alla propria dichiarata vocazione protezionistica. Un appello da parte di un centinaio di deputati gli è stato rivolto per revocare il Foreign Carrier Permit appena rilasciato dal Ministero dei trasporti americano a Norwegian Air International, la sussidiaria irlandese del gruppo Norwegian che ha in programma l’apertura di vari collegamenti fra l’Europa e gli Stati Uniti. Le linee aeree americane e i sindacati di piloti e assistenti di volo vorrebbero fermare l’espansione della low cost norvegese, che sta già aprendo basi negli Stati Uniti (a Fort Lauderdale la prima) per il posizionamento di alcuni 787.
American Airlines, Delta e United sperano anche nella revisione degli accordi Open Skies con Emirati Arabi Uniti e Qatar. I tre legacy carrier americani da tempo sostengono che Emirates, Etihad e Qatar Airways beneficino di aiuti di Stato che configurano una concorrenza sleale. L’amministrazione Obama non ha tuttavia accolto né gli appelli delle linee aeree, né quelli analoghi dei sindacati di categoria.
Su ambedue questi temi Trump ha finora mantenuto il riserbo.
Fra nove giorni inizieranno a concretizzarsi i piani del quarantacinquesimo presidente degli Stati Uniti: a prescindere dalle sue politiche, è verosimile che i prossimi quattro anni siano difficili per il settore civile. Il rallentamento della domanda, la sovracapacità su molte rotte e il possibile aumento del costo del petrolio potrebbero configurare una delle crisi cicliche che regolarmente investono il settore.
Sul fronte militare, la contrazione della spesa che – almeno in termini prescrittivi e declamatori – Trump ha scelto come battaglia su Twitter non si verificherà. I piani (pur vaghi) emersi nel corso delle ultime settimane sembrerebbero indicare un aumento notevole del bilancio del Pentagono. Il neopresidente pare intenzionato a investire nel rilancio della forza militare americana, se non altro come strumento di stimolo per l’economia. Molto dipenderà dalla relazione che maturerà fra il presidente e il Congresso: per la prima volta in sei anni l’inquilino della Casa Bianca potrà contare su una maggioranza del proprio partito in ambedue le camere del parlamento; se Trump sarà in grado di gestire i rapporti di forza e gli interessi in seno al Partito repubblicano e al Congresso, potrebbe effettivamente inaugurare un’epoca di vacche grasse per l’industria aerospaziale. Resta da capire solo come verrebbe finanziata la corsa al riarmo: forse con una massiccia emissione di bond da collocare sui mercati cinesi?
