Re: Alitalia sospende Caracas (03/06/14) ?

...e anche AA e UA riducono drasticamente....si parla ormai di "Venezuela's isolation"... :(

Venezuela’s isolation from the global air traffic network deepened as United Airlines joined the roster of carriers cutting flights in a dispute with the government over cash trapped in the country.

Service will be pared to four round trips a week from the current daily offerings, a 43 percent reduction, effective Sept. 17, United said yesterday. The unit of Chicago-based United Continental Holdings Inc. flies between Caracas and its hub in Houston, a center for the U.S. energy industry.

United’s move completes a sweep among the three biggest U.S. carriers in pulling back in Venezuela, following American Airlines Group Inc. and Delta (DAL) Air Lines Inc. More than a dozen airlines have trimmed capacity, sales or service in protest over strict currency controls that require government authorization to repatriate earnings from tickets sold there.

Anche United riduce gli operativi

United Airlines (UA, Chicago O'Hare) has joined fellow American operators, Delta Air Lines (DL, Atlanta Hartsfield Jackson) and American Airlines (AA, Dallas/Fort Worth), in reducing its Venezuelan operations. The Illinois-based carrier said in a statement that effective September 15, it will reduce its Houston Intc'l to Caracas Simón Bolivar frequency from daily to 4x weekly. Unlike Delta, it will not downgauge the equipment used on the route, sticking with a B737-700.

Despite assurances from Caracas that the issue would be resolved, the majority of foreign carriers affected by Venezuela's foreign currency shortage have yet to receive any of the USD4billion+ in unpaid ticket remittances owed them.

Ci troviamo all’ Aeroporto Internazionale Simón Bolívar “Maiquetia”, situato a circa 21 km da Caracas, in Venezuela.

Date: 28 July 2014
Venezuela Still Blocking $4.1 Billion Owed to Airlines

International Capacity Falls 36% under Growing Financial Burden

Miami - The International Air Transport Association (IATA) called on the Venezuelan government to honor the commitment it made in March to permit airlines to repatriate in full and at fair exchange rates airline funds being blocked in the country. While the government has permitted the repatriation of $424 million shared among a number of airlines, continuing sales in the country have seen the total amount owed grow to a staggering $4.1 billion.
Airlines can no longer afford the risk of not being paid when providing services to Venezuela. International capacity to and from Venezuela is down 49% from peak service levels offered last year and 36% lower year on year.
The blocked monies are from ticket sales in Venezuela and are being held by the government in breach of international treaties. Considering that the global air transport industry is expected to post a collective $18 billion profit this year, the outstanding $4.1 billion is significant.
“Airlines cannot offer service when there is no certainty of payment. The Venezuelan government has made many promises to abide by its obligations. But $4.1 billion remains unpaid. Confidence in the market is falling sharply. Most carriers are limiting their risk with reduced capacity. Several have completely pulled out. Venezuela risks becoming disconnected from the global economy,” said Tony Tyler, IATA’s Director General and CEO.
“Venezuela, like all nations, reaps enormous benefits from air connectivity. Air transport is a catalyst of economic growth and is a critical component of Venezuela’s economic well-being and a vital link to the global economy. Air transport could also play a significant role in the Venezuelan economic recovery. Without robust air links to the world, there is little chance of a recovery,” said Tyler.

A Permanent Solution

In a fourth letter to President Nicolas Maduro on the topic of the blocked funds, IATA called on the President to lead a high-level dialogue with IATA on behalf of the two dozen airlines whose money is at stake. The goal should be to clear the debts quickly in a way that is fair and acceptable to the airlines involved. To move this forward, Tyler requested a meeting with the President to scope out grounds for a potential agreement.
“Globally, airlines will safely transport 3.3 billion passengers and 52 million tonnes of cargo in 2014. This activity supports jobs for 58 million people worldwide. And airlines deliver over a third of the goods traded internationally by value—worth some $6.8 trillion. Protecting Venezuela’s connectivity should be a high priority for the Venezuelan government—connectivity is a lifeline for the country’s faltering economy. IATA is ready to contribute to a positive solution for all parties but we cannot move forward without the engagement and cooperation of the government,” said Tyler.

Venezuela's Conviasa settles Italian debt, B767 lease resumes

Conviasa (V0, Caracas Simón Bolivar) has reportedly settled an outstanding debt claim with Italian operator, Blue Panorama Airlines (BV, Rome Fiumicino), with the latter having now resumed services from Caracas Simón Bolivar to Buenos Aires Ezeiza and Madrid Barajas. A B767-300(ER), EI-FCV (msn 26260), was recently seen in service for the Venezuelan national carrier.

Despite an announcement earlier this month by the Venezuelan Minister of Water and Air Transport, Luis Gustavo Graterol Caraballo, to the effect that USD186.93million would be disbursed to Conviasa and 14 other domestic carriers, it has since emerged that a contract with Embraer (São José dos Campos) concerning the purchase of twenty EMB-190s is also in jeopardy.

Sources in Caracas inform ch-aviation that the Brazilian manufacturer has held off on delivering the last seven remaining EMB-190s to Conviasa due to non-payment of monthly instalments for the previous thirteen aircraft already delivered. Conviasa has been given 60 days to settle its account or face legal action, the source said.

In addition, the aircraft's after-sales MRO provider terminated its contract with the Venezuelans two months ago also citing non-payment of debt.

So dire has Venezuela's foreign currency crisis become that the Director General of the International Air Transport Association (IATA), Tony Tyler, has now called for direct talks with Nicholas Maduro's socialist government to help find a solution to a problem that has also affected 24 foreign carriers.

"While the government has permitted the repatriation of USD424million shared among a number of airlines, continuing sales in the country have seen the total amount owed grow to a staggering USD4.1billion," IATA said. "Airlines can no longer afford the risk of not being paid when providing services to Venezuela. International capacity to and from Venezuela is down 49% from peak service levels offered last year and 36% lower year on year."

In its second quarter earnings announcement, American Airlines (AA, Dallas/Fort Worth) - one of the most affect carriers - stated that as of June 30, funds currently trapped in the troubled South American country now totalled the equivalent of USD791million in Venezuelan bolivars (VED) up from USD750 million on March 31.

Airlines to resume Venezuela services as payments begin

Air Canada (AC, Montréal Trudeau) has informed the Venezuelan government of its intention to resume scheduled services to the South American country suspended in March this year. Venezuela's Minister of Tourism, Andrés Izarra, told El Universal that the Canadian airline had written his government three letters thus far in a bid to resume its Toronto Pearson to Caracas Simón Bolivar route.

Air Canada blamed the country's then tense socio-political situation as well as difficulties in accessing million of dollars worth of unrepatriated ticket revenue for its move.

Alitalia (AZ, Rome Fiumicino), which abandoned its Venezuelan operations in May, has also expressed a willingness to resume flights.

Following intense international pressure, Caracas this week announced it had held talks with Copa Airlines (CM, Panamá City Tocumen Int'l), Lufthansa (LH, Frankfurt Int'l), Air France (AF, Paris CDG), United Airlines (UA, Chicago O'Hare), Caribbean Airlines (BW, Port of Spain), Avianca (AV, Bogotá), TAM Linhas Aéreas (JJ, São Paulo Congonhas) as well as Delta Air Lines (DL, Atlanta Hartsfield Jackson) and Iberia (IB, Madrid Barajas) concerning the disbursement of over USD3.5billion in funds owed.

In an announcement made via his Twitter handle, Venezuela's Water and Air Transport Minister, Luis Graterol, said Caracas had reached an agreement with Delta and Iberia concerning partial repayment of monies owed, but did not disclose how much would be repaid and at what rate.
